Comptroller DiNapoli Releases School Audits

New York State Comptroller Thomas P. DiNapoli today announced his office completed audits of the Amani Public Charter School, Holland Central School District, Mount Pleasant Central School District and the Onteora Central School District.

“In an era of limited resources and increased accountability, it’s critical that schools make every dollar count,” DiNapoli said. “By auditing school district and charter school finances and operations, my office continues to provide taxpayers the assurance that their money is being spent appropriately and effectively.”

Amani Public Charter School – Payroll and Timekeeping (Westchester County)

School officials did not ensure that all required employees completed and submitted timesheets. The leave accrual spreadsheet for employees who were entitled to earn vacation time did not show beginning and ending balances of vacation time available.

Holland Central School District – Financial Management (Erie County)

The district has not developed a formal reserve plan, appears to have overfunded the unemployment reserve, and did not have proper documentation for the establishment and use of certain reserve funds.

Mount Pleasant Central School District – Financial Condition (Westchester County)

District officials adequately monitored the district’s financial condition to maintain fiscal stability. During the period 2009-10 through 2013-14, accumulated fund balance in the general fund increased from $6.6 million to $9.8 million.

Onteora Central School District – Information Technology (Ulster County)

District officials need to improve controls over the information technology assets. The board did not establish adequate IT policies and officials did not maintain software inventories.
